I haven't had a chance to check it out yet. I was wondering if anyone plays this version because everyone seems to be playing OB 2D regularly.

I play it a lot. And some other people too. But not too many right now. I think people are waiting for rankings/records and such to be finished.

The keys are configured like this because you can chose more than one movement at a time..unlike 2D. You can chose a punch, an evasive move(weave/bob etc,), walk in any direction, and a block.
For example you can chose duck, weave left, lean, coverup, walk forward, and left jab, all at the same time.
You can combine all moves, as long as they dont conflict with each other (walk forward, walk back would conflict .
So thats why you will need two hands to control all that. When you get the basic idea its easy, since each move has its own key.
Unlike Tekken theres no 7 key strike combos and theres only a few basic moves (jab, cross, left/right hook/uppercut, bob, weave, lean, block up/down,walk,pivot) but the strength is that you can combine most of them.It will be possible to configure your own controls in the future but I doubt you will find an easier one than this one.

I can't play 3D because my keyboard doesn't let me. I can't press 4 things at once like other people so it feels quite limited in terms of movement. However, if I had a different set of controls (some keys don't jam after pressing too many) I would be able to do everything. So when I do play 3D, all that will happen is I will get too used to the current config and by the time i'm able to change it I won't want to.

I have the same trouble, my keyboard bleeps at me if I press certain things together but when I played 3D I used a PS2 pad with an adapter which allows me to use it on my pc. I've also used Xmapper (or padder) to map my keyboard keys to the Xbox pad so I can use that on games also (like Hitman Contracts). Maybe you could try that option out as I never got any bleeps when I used the pads.
