or you could install a shoutbox on the forum somewhere and when they post on that you can automatically get their Ip. Address which u can ban them by ip address.

sounds good for the normal users. But to be honest if someone would ban my ip-address i got so many ways to come back with different possibilities. First would be to use a no permanent ip-address...if they would ban ip-ranges then i would use anonymous proxy. If they would ban every user of proxy you can use total anonymous proxys where you cant recognize that it is a proxy etc.
And i bet this fuckheads sending the ad-spam here are not that bad in things like that to spread their shit in forums.
Again i must agree to Rays suggestion. Use e-mail-address for the forum and send link to the e-mail-address to activate forum-account.
